Form I-9 and E-Verify
Northwestern Form I-9 PolicyThe U.S. Federal Government requires all U.S. employers to verify the identity and employment eligibility of all employees (both citizens and noncitizens) hired to work in the United States. Form I-9 Employment Eligibility Verification is the designated way for employers to verify an employee’s work authorization. All Northwestern employees who earn wages or remuneration (anything of value given in exchange for labor or services, including food and lodging) for work must complete a Form I-9. Exclusions to completing Form I-9 may include: Graduate Students paid on a fellowship, Undergraduate students paid on scholarship, Visiting scholar paid on supplement, Postdoctoral fellows supported by an NRSA grant, Unpaid appointments, Independent Contractors, Any employee who has worked continuously at Northwestern since before November 6, 1986 (Professor Emeritus appointments count toward continuous service), Employees working on the Qatar campus. Compliance Deadlines: Section 1 may be completed by the employee as soon as the job offer is accepted and must be completed no later than the end of the first day of employment. Section 1 must be completed before Section 2. Section 2 must be completed no later than the third business day after the first day of employment. Section 2 is completed in a meeting with an HR representative. Employees who are non-compliant by the seventh business day after the first day of employment will be placed on temporary termination. Northwestern's Participation in the E-Verify Program
Northwestern enrolled in the E-Verify program to comply with the federal contractor regulation. Northwestern University is a research institution and non-compliance with this program could result in suspending or debarring of federal contracts. Northwestern began using E-Verify and electronic I-9s on January 26, 2010. As of that date, paper I-9s are no longer accepted by the university for any new hires. See FAQs related to E-Verify.
